Unmanned Aircraft Systems (UAS)

                                     Drone, Remotely Controlled, and Unmanned Aircraft Systems (UAS) Policy

1. This memorandum establishes restrictions on Travis AFB for use of drones, aerial toys, and remotely controlled aircraft vehicles, collectively referred to as "UASs".  The Federal Aviation Administration (FAA) and the Department of Defense restrict use of UASs within five miles of any airfield or military installation unless in pre-coordinated areas.  This policy enhances base security and protects individual privacy while preventing injury to personnel, residents, and visitors, and damage to aircraft, equipment, and property.  This policy adheres to Air Mobility Command's "Civil Small UAS Operations" guidance memorandum, dated 24 Mar 16 and all associated FAA and Air Force Flight Standards Agency guidance.

2.  Operators shall adhere to the following restrictions for use of UASs on Travis Air Force Base:

A.  Operators will comply with guidance published in the attached FAA Joint Order (JO) 7210.891, AC No. 91-57A, FAA 23 Dec 15 Memo, AFFSA Message AO 16-02, and the best practices in the FAA's UAS website: .

B.  Any UAS weighing over 0.55 lbs and up to 55 lbs must be registered in accordance with FAA requirements found at  UASs weighing in excess of 55 lbs are not authorized.

C.  Operators shall only fly UASs in pre-coordinated areas with restrictions defined in paragraph 3 of this memorandum.  Operators shall not fly UASs over or within 100 feet of runways, taxiways, ramps, aircraft approach corridors, roads, government buildings, crowds of people, gates or other security entry/exit points, or across the borders of Travis AFB to transit Off-Base or On-Base.  Photographing and video recording is prohibited under Title 18 of the United States Code Sections 795 and 796 of these areas.

D.  Operators shall not fly in a careless or reckless manner and keep at least 100 feet away from wildlife, non-participants, or their property during operation.

E.  UASs must remain well clear of and operated in a manner that does not interfere with and gives way to any manned aircraft.

F.  Operators shall only fly during daylight hours and keep UASs within visual line of sight and controller's range at all times.

3.  Operators are only authorized to fly UASs in the following Travis Air Force Base areas, as depicted on Attachment 1.  These areas are pre-coordinated with Airfield Operations.  Prior coordination is not required in these designated areas as long as operators comply with paragraph 2 and these associated restrictions:

A.  Preferred Use Area:  Old Housing area near the Youth Center, west of Twin Peaks Drive; below 400 feet above ground level.

B.  Caution Use Areas:  Base Housing, Dorms, Duck Pond, Johnson Recreation Fields; at or below the higher of tree tops, light poles, or nearby buildings, and not over parking lots, buildings, or non-participants.  UASs flown in housing and dorm areas shall not have photo or video recording capability.

C.  Due to operational and environmental restrictions, the old Aero Club is not authorized for recreational UAS use.

4.  Any violations to this policy or unsafe use of UASs on Travis AFB by owners or operators may be subject to penalties.  Contact Wing Safety at (707) 424-1113 with any questions or concerns regarding this policy.  Contact Airfield Management at (707) 424-2836 to report any hazards or violations to this policy or for any commercial UAS requests within Travis AFB air space.
