Lt Col James Downs is currently the Commander, 60th Civil Engineer Squadron, Travis AFB California. He leads a 460-person squadron responsible for training and deploying combat engineers to open, establish, and operate expeditionary air bases and execute contingency taskings worldwide. He is also responsible for providing and sustaining a platform to launch and recover global mobility missions for AMC's largest and only wing operating C-5, C-17 & KC-10 aircraft. He leads fire, EOD, emergency and infrastructure support for 26,000 personnel and family members, as well as 75 squadrons, agencies and joint tenants. Lt Col Lawrence oversees a $4.1B physical plant totaling 6,383 acres, 9.8M sq ft in facilities, 1,100 dorm rooms and 300 housing units, and he also manages a $250M design and construction program.

David Marianno has been the RAB community co-chair since April 2005. He lives south of Travis AFB and is a lifetime resident of Solano County. He has been on the Restoration Advisory Board since it was created in 1994. Dave is also the leader of the Community Relations Focus Group, a position he assumed in January 1999, and is a member of the Relative Risk/Budget Focus Group.

John has been a member of the Travis AFB Restoration Advisory Board (RAB) since 1999. He served as a C-141 pilot in the Air Force for 23 years before retiring from military service. John believes that the RAB is an excellent forum not just for the public, but for the Air Force, outside agencies, and contractors to stay informed about environmental issues at Travis AFB.

Remedial Project Manager U.S. Environmental Protection Agency (EPA), Region IX
Nadia has been a member of the Travis AFB Restoration Advisory Board since 2010. She is a remedial project manager for the EPA who provides federal oversight of the Travis AFB Environmental Restoration Program. Nadia graduated from Northern Arizona University with a bachelors degree in Environmental Science and from the University of Arizona with a Masters degree in Environmental Engineering, specializing in biotic and abiotic technologies for treating solvent-contaminated groundwater. She began her career with EPA in September 1997 as a Superfund remedial project manager for three private sites in Arizona.

James Dunbar became a member of the Travis AFB Restoration Advisory Board in 2008.  He is a professional engineer and landfill manager with over 30 years of professional experience in the solid waste management and engineering fields. James received his engineering and environmental Bachelor of Science degree in Civil Engineer from the University of Notre Dame and a geology degree from Los Angeles Valley College. He continued his education with an international business degree (MBA) from Saint Xavier University, taking course work in Milan, Italy, Paris, France and Chicago, USA. James is a licensed professional engineer in seven states and attained the status of Associate Charter Engineer in England.

Kate became a member of the Travis AFB Restoration Advisory Board in 2008. She has been in public education for over 25 years, beginning her career as a junior high school teacher in California's Central Valley. She earned her degree in Agricultural Business Management from Cal Poly, San Luis Obispo, and went on to earn a multiple subjects credential and a Masters Degree in Curriculum and Instruction. She has taught, English Language Arts, Social Studies, English as a Second Language, PE, Science and Math. Kate also served as the Director for Development of the California Golden State Examination prior to the State of California instituting the High School Exit Exam, and she has served as principal and Assistant Superintendent of Instruction in Sierra Sands Unified School District. Kate grew up in the citrus business in Ventura County and enjoys outdoor activities, having spent years camping and hiking throughout the state of California. Kate's husband, Raymond Gavlak, Ph.D., is a retired agronomist from the University of Alaska.

Alan has been a member of the Travis AFB Restoration Advisory Board since October 2004.
Michael Reagan

Solano County Board of Supervisors Fifth District Representative
Michael Reagan joined the Travis RAB in 2003. Mike served with distinction in the U.S. Air Force, completing his military career as Director of Staff for the 60th Air Mobility Wing at Travis AFB before retiring in 1999. Mike has also been an executive vice president for the Northern Solano Board of Realtors, a district representative for State Senator Johanessen, and a member of the Vacaville Chamber of Commerce and the Travis Regional Armed Forces Committee. Mike's interest in the RAB dates back to his involvement with environmental cleanup while stationed at Travis and reflects his desire to continue this work as a community leader.
Jose Salcedo

Dept. of Toxic Substances Control (DTSC)
Jose has been a member of the Travis AFB Restoration Advisory Board since 1996. He is a remedial project manager for the DTSC who provides State of California oversight of the Travis AFB Environmental Restoration Program. Jose lives in Fair Oaks, California with his wife and two children. Jose graduated from the University of California, Davis in 1989 with a bachelors degree in mechanical engineering.
Philip Velez

Travis Regional Armed Forces Committee
Phil Velez joined the Travis RAB in 2003. Phil served in intelligence, administration and social work positions with the U.S. Army for 26 years before retiring to public life in Vacaville. Phil is co-founder and member of the Travis Regional Armed Forces Committee and an honorary member of the Vacaville Chamber of Commerce. Phil is also chairman of the Vacaville celebration of the 61st Reunion of the Jimmy Doolittle Raid.
