Freedom of Information Act

The Freedom of Information Act (FOIA) generally provides that any person has a right, enforceable in court, to obtain access to federal agency records, except to the extent that such records (or portions of them) are protected from public disclosure by one of nine exemptions or by one of three special law enforcement record exclusions ((b)(7)); http://www.foia.af.mil/Guide-to-FOIA-Exemptions/. The FOIA provides public access to releasable records. It does not require agencies to do research, conduct surveys, compile or analyze data, or to answer questions.

Our Policy:

It is the policy of Travis Air Force Base to make agency records available to the public to the greatest extent possible in keeping with the spirit and intent of the Freedom of Information Act.

Who May Submit a Request:

Under the Act, members of the public, including foreign citizens, military and civilian personnel acting as private citizens, organizations and businesses, and individual members of the Congress, for themselves or constituents, may request records.

 How to Submit a Request:

For fastest times, the Air Force has decentralized its FOIA program. A request may be submitted online at Public Access Link; https://efoia.milcloud.mil/App/Home.aspx. Please note that this link is currently incompatible with Google Chrome. A request may also be submitted in writing and should indicate that it is being made under theFreedom of Information Act (FOIA).

Or may be submitted by e-mail and should indicate that the request is made under the Freedom of Information Act (FOIA) to 60cs.scokr@us.af.mil. Please note, this is not a secured e-mail address. Submitting sensitive information and personally identifiable information, such as social security number, date of birth, legal, and medical information, to unsecured e-mail address are vulnerable to interception by untrusted Third Party individuals. We recommend the use of AMRDEC SAFE (https://safe.amrdec.army.mil/safe/Welcome.aspx) when submitting by e-mail to 60cs.scokr@us.af.mil. AMRDEC SAFE has the capability to secure your request.

 Contents of the Request:

The request should contain the following information:

1.    The name and address of the requester, e-mail address, and a telephone number at which the requester may be reached during normal business hours. Air Force-affiliated requesters, to include military and civilian employees, should not use government equipment, supplies, stationery, postage, telephones, or official mail channels to make FOIA requests. 
2.    Specific information of the records sought to direct your request to the appropriate office or agency. This will speed our response by assisting us in determining where to search for the record.
3.    Date range of records search; from what date to what date.
4.    A statement agreeing to pay any applicable processing fees. You may indicate the maximum amount you are willing to pay. If estimated charges exceed that amount, we will advise you of the charges and ask your guidance on whether to proceed with processing the request. Fees: Fees range from $24.00 to $110.00 per hour for search and review time, $5.00 per compact disc (CD), and 15 cents per page for reproduction of documents on a standard office copier up to 8 1/2 x 14 inches. There is no charge if total processing costs are $25.00 or less. Fees may vary based on which of three categories of requester you fall in. Fees for each category are as follows:  
1.    Commercial: Search, review, and duplication charges. 
2.    Educational or Non-Commercial Scientific Institution or News Media: Duplication charges only. The first 100 pages are provided free. 
3.    All Other: Search and duplication charges only. The first two hours of search time and first 100 pages of duplication are provided free.

Response Time: You can expect a response to your request within 20 workdays from the date of receipt in the Travis FOIA Office. If for some reason we cannot respond within the 20 workdays, we will inform you of the reason for the delay and provide an estimated completion date.

To Make A Privacy Act Request:

If you are seeking records on yourself, this is a Privacy Act request and you will need to provide proof of identity. A request may be submitted in writing. We recommend the use of AMRDEC SAFE (https://safe.amrdec.army.mil/safe/Welcome.aspx) when submitting by e-mail to 60cs.scokr@us.af.mil. AMRDEC SAFE can secure your request.
