Plans for renewable energy project cancelled Published Jan. 5, 2010 60th Air Mobility Wing Public Affairs TRAVIS AFB, Calif. -- Travis has cancelled plans to proceed further at this time to solicit ideas for a renewable solar energy project that would have been developed at the 205-acre Cypress Lakes Golf Course. Col. James Vechery, 60th Air Mobility Wing commander, announced the decision Dec. 22 after a careful review of the business case supporting the project. "The business case for the project was strong, but recreation facilities like the golf course have value for our Team Travis family beyond financial considerations and we must look at the whole picture when making these decisions," Colonel Vechery said. The project concept was developed in partnership with the Air Force Real Property Agency under the Enhanced Use Lease program. It called for building a series of solar panels on the site of the golf course to generate up to 19 megawatts of electrical power. AFRPA and Travis representatives presented the concept to developers during an Industry Day in Vacaville, Nov. 4. EULs allow installations to lease non-excess real property to public or private developers in return for "in-kind" consideration. In-kind services can range from maintenance, protection or restoration of property or facilities to construction of new facilities and payment for utilities or funds to offset operations and maintenance expenses in the facilities. EUL projects are carefully screened to ensure they return highest value to the Air Force and have a strong business case for development. The golf course was one of several potential EUL projects under review at the base, said Orlando Gardner, Travis real estate officer. Other locations include the former Cannon housing area; the former aero club; and the Potrero Hills annex, which is a former Nike missile site.
