Tim Voss 60th Air Mobility Wing TRAVIS AIR FORCE BASE, Calif. -- This March, Team Travis will host more than 80 inspectors as the wing undergoes the Unit Compliance Inspection and Emergency Management Exercise administered by the Air Mobility Command Inspector General's office. This paperwork inspection will assess the wing's adherence with by-law requirements, Executive Orders, DOD Directives, Air Force and MAJCOM instructions. The IG has provided the base a "take-home test" in the form of checklists maintained on their Web Site. Checklist compliance is important because failure to comply can result in adverse mission impact, legal liabilities or injury. The inspection will encompass three main categories of checklists: 24 mission area checklists, eight by-law compliance areas and one special interest item. All of the checklists are maintained on the AMC/IG Web Site. The checklists are primarily directed toward specific functional areas, however there are several instances where UCI checklists must be run and be adhered to by every unit. A common point of confusion is the Self Inspection program, which is a self-directed program designed to assist commanders in assessing day-to-day operations and home-station programs. In several cases the SI checklist and UCI checklist are identical for the respective functional agency, but not always. So, UCI preparation requires that commanders ensure a robust SI program and UCI checklist compliance. The IG inspectors will assess checklist compliance over the course of a week. The goal is to be 100 percent in compliance before the inspectors arrive. Compliance involves more than checking the "in compliance" box on the checklist. Every unit and functional area must be prepared to provide documentation that proves compliance to the inspectors. If not yet in compliance, a plan to correct the deficiency and a target compliance date must be established. Another major component of the UCI is an Emergency Management Exercise. This exercise is conducted so the IG may assess situational awareness and ensure the use of Operational Risk Management as Team Travis responds to a terrorist event. The base command and control and wing and unit-level disaster response capabilities will be tested during the EMX. There will be two exercises, one in January and one in February, that will ensure Travis is up to speed with emergency response resources and the ability to respond in a timely fashion.
