Commander's Action Line: Base decals mandatory Published April 1, 2008 By Office of Public Affairs 60th Air Mobility Wing TRAVIS AIR FORCE BASE, Calif. -- Question: Why does Travis still require base decals? Other bases, including Beale Air Force Base, Calif., do not require them and this creates a problem when Beale members come to Travis for medical appointments. These members are redirected to the Visitor's Center to obtain a pass, many times making them late or they miss their appointment all together. Will Travis and Beale come to some agreement regarding base decals? Answer: Thank you for your concern. As mentioned in our base paper Feb. 22, 2008, Travis continues to require base decals for all personnel who live or work on base, including military (active duty, Reserve and Guard) members, their families and DoD civilian employees assigned to Travis. All vehicles, except those belonging to retirees, require a decal or pass to enter. Although the Chief of Staff of the Air Force eliminated the requirement to issue base decals, installation commanders retain the authority to continue issuing decals based on local risk assessment. Certain installations, such as Travis, have unique standards whereby issuing decals and passes assist law enforcement in executing their duties. In deciding whether or not to eliminate base decals, Air Mobility Command asked all installation commanders to assess their situation against a predetermined set of criteria. This included the proximity to sister service installations, which still require vehicle registration and number and frequency of visitors. Travis determined continuing the decal policy makes sense for the base. Items required for a vehicle pass are the same items required to operate a vehicle under California State law (i.e., driver's license, registration and proof of insurance.)
