Contracting Squadron: resource advisors must start plan for end of fiscal year

The time is drawing near for all resource advisors to prepare for the end of the fiscal year. 

It is critical that all RAs expend upfront effort so the 60th Contracting Squadron can use the dollars available to Travis. The development of a ready-to-execute package is the most important thing to do for those items not funded now but in anticipation of year-end fall-out money. 

There are two important distinctions: funded requirements and unfunded packages. The RTE is for “wish list” items that are not funded yet but hope to be in future. The cut-off date for submissions of RTE packages to the contracting office is July 13. Funded and planned [pending receipt of funds] requirements are those packages that are ready to be advertised by the contracting office. Those who plan on developing an RTE package are advised to make an appointment and meet with assigned specialists prior to the cutoff date. Historically, folks wait until the last minute and end up waiting hours or days to be assisted with their packages. 

Since federal laws regulate time frames for much of the acquisition cycle, it is imperative that certain cut-off dates be met to ensure the 60th CONS obligate all available funds. 

Due to these limitations, and in accordance with Local Purchase Program, AFI 64-109, all funded requirements must be submitted to 60th CONS by the cut-off dates. Any requirement identified after these dates must be coordinated through the respective group commander or tenant organization commander and processed as an emergency. Unfortunately, the 60th CONS cannot guarantee purchases after the dates listed below: 

-- June 22: Purchase requests greater than $25,000 [unless item is on GSA contract] 

-- June 29: Purchase requests for fiscal year 2006 recurring services 

-- July 13: Purchase requests between $10,000 and $25,000 [unless item is on GSA contract] 

-- Aug. 24: Purchase requests between $2,500 and $10,000 [unless item is on GSA contract] 

-- Aug. 31: Establish FY06 due-outs greater than $2,500 through base supply 

-- Sept. 15: FM closes Form 4009s [GPC funds document] 

The 60th CONS is the last link in a long chain of processes to acquire services, commodities or construction for the base. The squadron does not want to leave any money unspent but it needs the help of the requesting activity. Units can help the 60th CONS help them by being prepared, planning ahead and reaping the benefits at fiscal year-end.
