SS016 - Former Oil Spill Area




Central Groundwater Treatment Plant

The former Oil Spill Area (SS016) consists of an area where waste oil reportedly was disposed of or spilled; it covers about 240 acres and includes Buildings 11, 14, 20, 42/1941, 139/144, and the Storm Sewer Right of Way. The site served as the base's original industrial area beginning in 1943. Numerous solvent-cleaning operations were undertaken in the area, resulting in a series of leaks and spills that has contaminated the groundwater with chlorinated solvents, primarily trichloroethene. The soil is contaminated with PAHs and poses potential human health and ecological risks.

A Groundwater Extraction and Treatment (GET) system is in place along the 180-acre plume beneath the aircraft parking ramp at SS016 and is supported by the Central Groundwater Treatment Plant. This plant uses liquid-phase granulated activated carbon technologies to treat contaminated water.  Because the Site SS016 plume extends to and commingles with the Site SS029 plume, GET is performed by the SS016 GET and the downgradient SS029 GET systems.

Subsequent data collection identified a significant solvent source area just south of Building 18. Building 18 and the associated former wash rack located to the south of the building were built in 1960 as a degreasing facility.  Historical degreasing operations were conducted in Building 18 and at the adjacent wash rack from 1960 through the 1990s.  To remove the source and start the remediation of high solvent concentrations, the base built a bioreactor over the footprint of the source area during the summer of 2010. The October 2010 edition of the Guardian provides a detailed description of the SS016 bioreactor. Based on the performance of the bioreactor, the Travis AFB Groundwater Record of Decision added the bioreactor to the groundwater extraction system to accelerate the groundwater cleanup of the plume with the highest residual contaminant concentrations.

Based on human health and ecological assessments of the potential risks posed by the soil contaminants, the NEWIOU Soil, Sediment, and Surface Water Record of Decision selected Land Use Controls for the soil at this site.  Because the area with PAH contamination is paved, the exposure pathway for normal day-to-day operations is blocked.
